Third Meeting of the Project Steering Committee held in Singapore

Update from the Third Meeting of the Project Steering Committee, which was held in Singapore from 13 to 15 July 2010. The meeting was hosted by the Government of Singapore and was co-organized by the Maritime and Port Authority of Singapore and IMO. During this session the progress of the MEH Demonstration Project was discussed, in particular, the implementation of various activities which followed the field survey of the Malacca Straits.

The GEF/IBRD/IMO MEH Demonstration Project held its annual Project Steering Committee (PSC) Meeting, the third since its inception, at the Furama Riverfront Hotel in Singapore from 13 to 15 July 2010.  The meeting was jointly organized by the Maritime and Port Authority of Singapore and the International Maritime Organization (IMO).  The PSC Meeting was attended by delegates from the three littoral States, namely Indonesia, Malaysia and Singapore and representatives from the World Bank, International Hydrographic Organization, International Chamber of Shipping, INTERTANKO and the Ministry of Land, Transport and Maritime Affairs (Republic of Korea) and other stakeholders. 

 

At the Third PSC Meeting:

  • Littoral States agreed to compile information on regional and national emergency response system for oil spill response and pass on to Project;
  •  

  • A Working Group on E-MIOs is established with Singapore as Chair of the Working Group and preparatory work will be carried out by correspondence;
  •  

  • The terms of reference of the Technical Committee on Ship-borne Equipment was endorsed and the activities under this Technical Committee will be carried out by correspondence; and
  •  

  • The PSC endorsed the revised Project work plan.
  •  

    One of the highlights of the Third PSC Meeting was the signing on 15 July 2010 of Amendment to the Memorandum of Arrangements between the Ministry of Environment, Directorate General of Sea Transportation (DGST) and IMO on the establishment, management and operation of the Project Management Office (PMO) in Batam, Indonesia.  Mrs. Masnellyarti Hilman, Deputy Minister, Ministry of Environment and Mr. Sunaryo, Director-General, DGST, signed the Amendment during the intergovernmental Session of the Third PSC Meeting.  The MEH Data Centre, which will be developed into the MEH system will be housed within the PMO.

     

    Consistent with the amended Batam MOA, DGST informed the PSC Meeting that the PMO will be refurbished within the specifications required to accommodate the MEH Data Centre hardware and is expected for completion in October 2010.  The Riau Tanjung Pinang Regency provided the necessary funds for the PMO renovation.  DGST also informed the PSC Meeting that arrangement on the secondment of staff for the MEH Data Centre is expected to be made towards the end of 2010 or early 2011.

     

    The Technical Committee on Ship-borne Equipment (TC-SBE) meet for the first time since it was established at the Second PSC Meeting.  The TC Meeting discussed issues related to mechanisms and protocols to conduct sea-trials within the framework of the MEH system, including data type and data feed.  The PSC Meeting agreed to the recommendations of the TC Meeting that:

     

  • Trial data be kept separate at all times from the ship’s primary navigation system;
  •  

  • Trial will be conducted using dedicated ruggedized computer for use on the ship’s bridge; and
  •  

  • A correspondence group will be established to address the decisions taken by the TC-SBE on sea-trials.
  •  

    As part of the monitoring process, a Mid-term evaluation will be carried out by the World Bank tentatively scheduled in November 2010.  Based on the agreed Work Plan, the Project will move towards an operational phase in October 2010 with the procurement and installation of the MEH Data Centre facilities and the refurbishment of the PMO.
