Technical Committees and Working Groups
The technical arm of the PSC are four Technical Committees (TC) and two Working Groups (WG), which will be established by the PSC in the course of implementing the MEH Demonstration Project to evaluate various technical issues and outputs of the Project for the purpose of refining project and related activities. The Technical Committees and Working Groups will be composed of relevant stakeholders of the MEH Project and experts hired under the Project including potential users under the direction of the PSC. The TCs and WGs meet on an ad hoc basis.
The Technical Commitees are the following
Technical Committee on Survey and ENC Production (TC-SENC)
The TC-SENC is a standing technical group that meets to consider issues relating to the hydrographic survey activity and the procurement of ENC software. TC-SENC reviewed the procurement document relating to the hydrographic survey of Area 1 in the Traffic Separation Scheme.
Technical Committee on Shored-based Infrastructure and Facilities (TC-SIF)
The TC-SIF is a standing technical group that meets to consider issues relating to the infrastructure requirements of the MEH system and the data centres including linkage with appropriate existing maritime safety and environmental infrastructure of the littoral States.
Technical Committee on Ship-borne Equipment (TC-SBE)
The TC-SBE is a standing technical group that meets to consider issues relating to the participation of ships in the demonstration exercise for the MEH system. Issues include selection of ships and assessment of ship-borne equipment and link-up mechanisms for ship to ship and ship to shore communication as well as to link up with the MEH system.
Technical Committee on Environmental System and Information (TC-ESI)
The TC-ESI co-ordinates the acquisition and exchange of environmental data required by the Project, including geospatial data in support of the development of environmental marine information overlays (E-MIOs). In addition, the TC-ESI ensures that relevant Project activities are integrated from an environmental perspective.
The Working Groups are the following
Working Group on Cost Sharing for the Full-scale Project and Working Group on Demonstration Evaluation. These two WGs are to be convened on an ad hoc basis and will be composed of selected experts, including country and partner representatives to develop mechanisms, guidelines, procedures and protocols regarding cost sharing and evaluation, including review of relevant documents thereof.
